Kaduna State Governor, Senator Uba Sani, has reaffirmed his administration’s commitment to strengthening transparency, accountability and prudent management of public finances across the 23 Local Government Areas of the state.
The governor stated this while declaring open the maiden workshop organised by the Kaduna State Fiscal Responsibility Commission (KADSFREC), aimed at strengthening public financial management practices at the local government level.
Uba Sani said his administration was implementing measures to ensure that public funds are managed with transparency and fairness, stressing that effective financial management promotes good governance and enables citizens to benefit from government development programmes.
He added that his government would continue to support initiatives that enhance the capacity of public servants while ensuring strict compliance with financial regulations and accountability standards.
In his remarks, the Executive Chairman of KADSFREC, Hon. Sani Rabiu Bako, explained that the workshop was designed to build the capacity of local government administrators and officials on modern financial management practices anchored on transparency and accountability.
Also speaking, the Executive Director of the Centre for Fiscal Transparency and Public Integrity, Dr. Umar Yakubu, delivered a detailed presentation on assessment mechanisms used in evaluating fiscal transparency and integrity across Local Government Areas.
Dr. Yakubu explained that the assessment framework focuses on key indicators such as budget appropriation processes, total allocations received, internally generated revenue, capital and recurrent expenditures, as well as audit and budget implementation reports.
He further noted that the evaluation also considers debt obligations of local governments to both financial institutions and private entities in order to ensure fiscal sustainability.
On procurement practices, Dr. Yakubu said the assessment examines procurement records for the past three years, advertisement of contract tenders, and implementation and impact reports, aimed at promoting due process and accountability in public procurement.
He also emphasised the importance of strengthening human resource management through transparent recruitment processes, gender balance, updated organisational structures, and documentation of staff promotion exercises.
According to him, citizen engagement remains a critical component of transparency, highlighting the need for regular town hall meetings, effective use of institutional email systems, active social media engagement, and publication of annual performance reports.
Stakeholders at the workshop observed that effective implementation of these reforms would enhance accountability, reduce corruption, and ensure that public resources are efficiently utilised for community development.
