The Joint Unions of Tertiary Institutions of Kaduna State (JUTIKS) has called on the state government to fulfil its promise to implement the outstanding 30 per cent of the CONPCASS/CONTEDISS salary structure for staff of tertiary institutions in the state.
The union made the demand in a communiqué issued at the end of its meeting held on Tuesday at Nuhu Bamalli Polytechnic, Zaria.
JUTIKS comprises unions from Nuhu Bamalli Polytechnic, Zaria; Kaduna State College of Education, Gidan Waya; Kaduna State College of Nursing Sciences; and Shehu Idris College of Health Sciences and Technology, Makarfi.
The union commended Governor Uba Sani for implementing 70 per cent of the CONPCASS/CONTEDISS structure in October 2025, saying the development had improved the welfare of staff in the state’s tertiary institutions.
However, it urged the governor to fulfil his promise to implement the remaining 30 per cent, which he had pledged to complete in the first quarter of 2026.
The union also demanded the implementation of the 25 per cent and 35 per cent Federal Government wage allowances.
It called for the issuance of an establishment circular to implement the 65-year retirement age or 40 years of service for non-teaching staff.
JUTIKS further demanded that Academic Earned Allowance (AEA) and other allowances be exempted from taxation.
The union also called for the implementation of the Consolidated Academic Tool Allowance (CATA), which it said amounts to 40 per cent of 100 per cent CONPCASS, as well as the Consolidated Non-Teaching Tool Allowance (CONTTA), which it said amounts to 35 per cent of 100 per cent CONTEDISS.
According to the union, the allowances had been agreed upon and signed by representatives of the Federal Government and the unions.
JUTIKS said the demands were aimed at maintaining standards in the state’s tertiary institutions, noting that the National Board for Technical Education (NBTE) and the National Commission for Colleges of Education (NCCE) regulate some of the institutions.
It therefore urged the state government to give the demands the necessary attention in order to promote industrial harmony in the institutions.
